Service Area
General Contractor in Sullivan County, NY
Sullivan County is the western edge of our service area and one of the fastest-changing construction markets in the Catskills. The combination of remote work migration, outdoor recreation access, and significantly lower land costs compared to Ulster and Dutchess counties has brought a new wave of buyers — many of whom are building or renovating their first property outside New York City. We serve projects in Roscoe, Livingston Manor, Narrowsburg, Liberty, and Monticello, bringing the same production capacity and design-build process that we execute in our home county.

Building in Sullivan County: What the Terrain Demands
Sullivan County construction operates on mountain and valley terrain with conditions that differ from the Hudson River corridor. Properties are almost universally on well and septic systems, and Sullivan County has its own Department of Health requirements for septic design and approval that run parallel to but separate from Ulster County’s process. Budget 6–10 weeks for septic design, soil testing, and DOH approval on any project that modifies or replaces a system.
Access is a real consideration. Mountain properties on seasonal roads may have limited access during mud season (March–April) and require driveway improvements before construction equipment can reach the building site. We assess access conditions during our preconstruction site visit and factor logistics into the project timeline and budget.
The building departments in Sullivan County towns are generally smaller operations with less volume than Ulster or Dutchess municipalities. This can mean faster permit turnaround on straightforward projects, but it also means fewer staff available for inspections — scheduling flexibility is important.
Who Builds and Renovates in Sullivan County
Sullivan County’s new buyer is typically a NYC professional in their 30s or 40s who discovered the area through fly fishing, hiking, or a weekend rental. They’ve found land or a property at a price point that allows them to build or renovate at a level that would be out of reach in Ulster or Dutchess counties. They want a modern cabin, a renovated farmhouse, or a custom home designed around the landscape — and they want it done right the first time because the property is 2+ hours from the city and they can’t supervise daily.
Roscoe and Livingston Manor have developed distinct identities as destination hamlets with year-round energy. Narrowsburg draws a literary and arts crowd. The common thread: buyers who chose Sullivan County deliberately and arrive with clear expectations about what their property should feel like when it’s finished.

"Sullivan County is having a moment, and the buyers coming in are serious about quality. They’re not looking for a cabin — they’re looking for a home that happens to be in the mountains. That’s the standard we build to. — Jeff Wiegmann"
Frequently Asked Questions — Sullivan County
Is Sullivan County too far from your shop for Timber to take on a project?
No. Roscoe and Livingston Manor are approximately 75 minutes from our Marlboro facility. Our crews work full days on-site, and for larger projects we coordinate multi-day site presence to maximize efficiency. Travel logistics are built into our project planning during preconstruction — they’re not a surprise line item.
I bought land in Sullivan County and want to build a custom home. Where do I start?
Start with preconstruction. For undeveloped Sullivan County land, we evaluate: soil conditions and bedrock depth, well drilling feasibility, septic system design (Sullivan County DOH approval required), road access and driveway requirements, utility connection distances, and buildable area on the parcel. These factors determine what’s feasible and what it will cost — before you commit to a design.
Do I need a septic system for my Sullivan County property?
Almost certainly. Municipal sewer is limited to the villages of Liberty and Monticello and portions of a few other hamlets. Most Sullivan County properties require individual septic systems. New systems and replacements require Sullivan County DOH approval, which involves soil percolation testing, system design by a licensed engineer, and DOH review — budget 6–10 weeks for this process.
Can you renovate a cabin or older farmhouse in Roscoe or Livingston Manor?
Yes — these are projects we do regularly. Older Sullivan County properties typically need structural assessment (foundation condition, framing integrity), systems evaluation (electrical capacity, plumbing material, heating system efficiency), and insulation upgrades for mountain climate conditions. We open walls and document actual conditions before writing a scope or budget.
